As a Project Manager (PM) in the environmental and land use planning unit for Los Angeles World Airports (LAWA), James L. Owen plays a key role for the Mitigation Measures Reporting Program (MMRP). He is an expert on environmental mitigation measures and airport planning matters and possesses the ability to develop creative solutions to solve problems.
“Being a part of LAWA brings me a great sense of pride,” he said. “First and foremost, Los Angeles International Airport is constantly evolving with many new projects and facilities coming online over the next several years. It is an exciting time to work for LAWA and I have had the great pleasure of working on several airport-changing efforts such as the Airfield and Terminal Modernization Project which includes the future Concourse 0 and Terminal 9 facilities.”
Owen’s forward-thinking streamlined the annual monitoring reports, making them user friendly with dashboards and Key Performance Indicators (KPIs). He also streamlined the environmental review process for the Airfield and Terminal Modernization Project (ATMP) and was responsible for ensuring the review process was efficient and on schedule.
Owen always provides good service to our stakeholders, anticipating and solving problems before they arise. He maintains an extraordinary level of precision with his work products and has become the “Go-To” employee for co-workers and stakeholders seeking assistance on mitigations and requirements.
He spearheaded the development of a new custom-made system to manage the Mitigation Measures Reporting Program (MMRP), the first of its kind for an airport. The source code for the MMRP system was copyrighted and is now available for other municipalities/agencies to use.
The development of this system received an award in 2022 from the Airports Council International (ACI) for Environmental Management.
Owen is continually looking for ways of improving the monitoring and reporting of our construction mitigation measures and is an expert on the airport’s MMRPs. He knows what it takes to take a project through the planning and environmental approval process and is evolving the way the airport tracks, monitors and reports on environmental mitigation obligations.
