Mark Heefner, CM
Commissioner of Aviation
Broome County, Department of Aviation
Age: 35
Mark Heefner has transformed Greater Binghamton Airport (BGM) into a more dynamic and resilient operation, proving that even smaller airports can thrive under strong leadership. Since taking the helm, Heefner has overcome significant challenges, from the loss of airline service in 2017 to navigating the COVID-19 pandemic and economic downturns. He successfully added Avelo Air as a new airline—BGM’s first in more than 20 years—and diversified the airport’s revenue through innovative strategies like a solar lease on airport grounds.
“I have been blessed to be able to build an amazing team at BGM,” he said. “That is a huge accomplishment in itself as our team is second to none, but we weren’t always this way. Seeing their growth and how much they care for each other and the Airport is an amazing achievement.”
Under Heefner’s leadership, BGM has seen a reduction in expenses and consistent revenue growth for the past five years. He spearheaded a $47 million terminal reconstruction project, secured $7 million in federal funding to offset rising costs, and led the airport through more than $90 million in overall improvements. His most ambitious project, the creation of a county-run FBO called BGM Aviation Services, has redefined how general aviation is served in the region, making government operations more competitive and efficient.
Heefner’s commitment to his profession is evident in his role as president of the New York Airport Managers Association (NYAMA), where he advocates for the industry at both the state and federal levels. He’s also achieved his AAAE Certified Member status and remains dedicated to furthering his credentials. By energizing the local community and leading the airport through unprecedented growth, Heefner is proving that small airports can deliver big results.
