ARINC Logistics Expert to Address Aerospace Industry Session October 1

Walt Tomczykowski, Director of Life-Cycle Management for ARINC Engineering Services, LLC, will speak on obsolescence management topics at the Fall 2008 Product Support Conference of the Aerospace Industry Association on Wednesday, Oct. 1.

Annapolis, Maryland, USA, September 30, 2008 — As military procurement contracts specifying Performance-Based Logistics (PBL) place an increasing burden on DoD contractors for logistics support, many companies have become strongly motivated to reduce the cost of long-term weapons system logistics. A challenge for PBL has been developing strategies to deal with obsolescence, and most recently, counterfeit parts.

A recognized expert in the field, Walt Tomczykowski, Director of Life-Cycle Management for ARINC Engineering Services, LLC, will address an audience of defense contractors and government program managers on obsolescence management topics at the Fall 2008 Product Support Conference of the Aerospace Industry Association (www.aia-aerospace.org) on Wednesday, Oct.1. Mr. Tomczykowski will review current trends in combating obsolescence and counterfeit parts, as well as methods of determining the best time to implement a technology refresh or a modernization program.

Over his 24-year career at ARINC, Mr. Tomczykowski has developed a number of techniques for fighting obsolescence, from initial product design stages through post-production sourcing of replacement parts. He is credited with primary authorship of the industry’s standard Handbook of DMSMS (Diminishing Manufacturing Sources and Material Shortages), which helped establish DMSMS as a recognized discipline for the DoD and industry suppliers.

Performance Based Logistics is an acquisition strategy that combines initial acquisition with long-term systems support. Instead of being paid for delivery of goods and services, a supplier is paid for a guaranteed level of performance and system capability, making the cost of long-term support a major factor.
